520 _aOne of the goals of sustainable development is to provide clean water to all. Rapidly growing cities have to deal with limited water resources. Providing safe water is one of the critical issues in the Global South. This article assesses the vulnerability of domestic water supply of Surakarta, a rapidly urbanized medium-sized city in Java. The vulnerability was assessed at the city scale and the household scale. The study recommends establishment of a regional water reservoir as a necessity through regional cooperation. Every stakeholder of cities and regions should be aware of the importance of water. Therefore, the development of collaborative capacity of local governments is one of the key determinants of dealing with the problem of domestic water supply
