Instigated as part of an initiative to modernize New Zealand's trading environment, issues of governance and funding emerged as key factors in the Council's formation, echoing those that characterized the emergence of the British Council of Industrial Design. This article explores the Council's origins and identifies the key role played by W. B. Sutch, permanent secretary of the Department of Industries and Commerce, in promoting a national design discourse. It suggests that regional events have wider ramifications in understanding the rationalities of institutionalized design promotion.
